Ray sees himself as a public servant – that is getting hold of the perpetrators of violent (often sexual) crimes and arranging meetings with the victims. The victims or the families of the victims are then free to interact in any way they see fit with the restrained offender. Ray provides the venue and any equipment necessary to administer the appropriate punishment.

Ray has his own personal conflict with his estranged wife who continues to blame him for the death of their son. Ray wants more contact with his other children but this is proving difficult.

With the help of Ray, the men of the Jones family get to confront Larson, a low life paedolfile, who sexually assaulted their daughter.

The determined, and often bluntly rude, Inspector John Cochran suspects Ray Swanson as the vigilante, but at best has only circumstantial evidence. He and his team attempt to track Swanson and his contacts.

Ray has his sources and friends both in the force and the community who willingly supply information and lend assistance that will assist his endeavours. But he may have overstepped the mark when he nabs a notorious sexual predator (Robinson) out of police custody in the middle of Melbourne.

Robinson is an intelligent, resourceful and seriously disturbed criminal with a network of personal and internet contacts. He believes he has a score to settle both with Swanson and Cochran. When he escapes from Swanson’s rural hideaway he sets out to inflict his own style of retribution.

The illusive Ray is finally confronted by Cochran, but the chase is on when it is realised that Cochran’s wife and grand-daughter are in now the hands of Robinson.
